Here's some more information on the airlines' photo ID procedures; specifically on ``selectee'' status (those who don't or won't show ID). This is the flow chart the check-in agents use. It was obtained from a generous Continental representative (working at a America West gate) by Simona Nass. (Thanks, Simona!) Simona wasn't allowed to make a photocopy, but the agent let her sit alone with it for half an hour, and she copied the text of it down into her PDA. The criteria match up nicely with the information we have on FAA Security Directive 96-05. (See .) The most interesting bit about this list: If you have a frequent flier membership card with 6 months of membership accumulated, you can fly without any other ID. What's interesting is that in practice getting such a frequent flier card is trivial -- in particular, no ID is required. Just rent an anonymous PO box, fill out the application form with a false name, receive your card, wait 6 months, and travel. This demonstrates the existence of (yet another) gaping hole in the FAA photo ID program. Would this be helpful towards showing a court that the FAA photo ID requirement doesn't accomplish its stated purpose of preventing air terrorism? Otherwise there's nothing especially new here, but it does show you how the airlines work, procedurally. I don't know if it's at all useful. The flow chart on selectee status follows. Selectee-- Can customer be eliminated as a selectee? customer is 12 years of age or younger OR customer is travelling with a family member (parent, spouse or child only) OR customer is an employee of an airline with ID OR customer has a military ID w/ active duty OR customer is a OnePass or Flight Fund member with at least 6 months of membership or 20,000 miles accumulated OR customer has a travel agency ticket, however they can establish that the ticket was purchased through a US corporate account and they have an employee ID or a US government account If domestic selectee, use jot-dot with sequence number for positive ID match. DRS references GG directive GG FAA D15 Acceptable ID without photo (ID must be presented with any type of 2nd ID): green card, voter registration card, social security card. (mark ticket ok) Q above name indicating customer has been asked the question. Scenario 3 (domestic only): customer has ID with their name, however it is not positive acceptable ID (government issued). they will become a selectee, use sequence number for positive bag match. Comments. I believe that the funny codes (``GG FAA D15'') refer to codes the agent can type in at their computer terminal to get more information. Next time I'm in an airport I'll try to ask an America West agent to pull them up for me. The document refers to rule 35CO (c) (``Refusal to Transport''), which is basically Continental's contract. (I have a copy of this document. It's boring.) It's very much the same as America West's version.
